United States and the European Union announced Monday that they had settled two
contentious trade disputes involving American sanctions on companies from other
countries doing business with Cuba, Libya and Iran.
The agreements involve the Helms-Burton law that imposes economic
sanctions on firms from other countries that use confiscated property
in Cuba, and the
Iran-Libya Sanctions Act(ILSA), also known as the D'Amato law,
directed
against companies investing in energy projects in Iran or Libya. The
U.S. laws have been major irritants in trade relations between the United States
and the EU. The EU claimed that "extraterritorial" laws
that seek to bind
other
countries violate international law.
