  • Japanese and Russian officials resumed talks on Friday on efforts to resolve a long-running territorial dispute.
  • The dispute centers on four tiny islands off Japan's northern coast which were seized by Red Army troops in 1945. Japan wants the islands back but Moscow fears triggering an angry nationalist backlash at home if it concedes any territory.
  • Korea has a varied terrain, though about 70 percent of the territory is mountainous.

  • Along with the new regime, use of the straight base line to determine a nation's territorial sea has been accepted into the new United Nations Convention on the law of the sea, which went into force in 1992.

  • Fisheries officials from Korea and Japan continued their talks in Tokyo yesterday on the number and quota of Korean fishermen's pair trawlers to be allowed to operate in the Japanese exclusive economic zone(EEZ).

Activities on the Internet are only limited by the fact that almost all access is via terrestrial connections. Very soon, however, satellites will carry the Internet into every corner of the world, it will be the latest, new freedom of communication. For the first time in human history, it will be  without limits.

  • Two weeks ago, Singapore Airlines leveled charges of illegal "extraterritoriality" against an American law that prohibits gambling on any airline's flights to or from the U.S. Several foreign carriers, including Singapore, say the U.S. ban will cost them millions a year.

  • The United States and the European Union announced Monday that they had settled two contentious trade disputes involving American sanctions on companies from other countries doing business with Cuba, Libya and Iran. The agreements involve the Helms-Burton law that imposes economic sanctions on firms from other countries that use confiscated property in Cuba, and the Iran-Libya Sanctions Act(ILSA), also known as the D'Amato law, directed against companies investing in energy projects in Iran or Libya. The U.S. laws have been major irritants in trade relations between the United States and the EU. The EU claimed that "extraterritorial" laws that seek to bind other countries violate international law.
